Carlyle City Council presents plaque to Mioux Florist and Greenhouse

CARLYLE — The Carlyle City Council honored a business that is 50 away from 200. Mioux Florist and Greenhouse received a plaque from the City of Carlyle for being a stalwart of the Carlyle business community. Mioux Florist is a family-owned business founded in 1876.
“This is the 150th year of Mioux Florist being a cornerstone of our community,” Carlyle Mayor Judy Smith commented. “We cannot thank the Mioux family enough for the service they provide for this community. We want to congratulate you on your 150th anniversary.”
The mayor presented the plaque to the Mioux family during the Carlyle City Council meeting.
In addition, City Manager Brad Myers reminded the public to pull their trash cans off the street. The city has an ordinance that within a 24-hour period, the trash cans must be taken off the streets.
The council also approved a motion to allow Carlyle High School students to paint patriotic murals at the building at 9th and Franklin. The murals are to celebrate the United States Semiquincentennial.
The council also approved a motion to allow K.R.B. Excavating Inc. to start the removal of the existing pavement at Lake Vista Drive and Valleyview Drive. The road removal will be done in three phases. Approximately 1,000 feet of road is to be removed and re-graded for 8″ concrete, 6″ rock. The price includes excavator, skid loader, and one laborer. The price does not include trucking or saw cutting, both of which will be provided by the City of Carlyle.
The City of Carlyle also approved a motion to install rock at Lake Vista Drive and Valleyview Drive. The city will provide the rock, while KRB will install it, grade it, and compact the rock.
Temporary driveways will be installed as needed and taken out as needed. KRB is providing a skid loader, roller, and one laborer.
This portion of work is to be completed in three separate phases.
The council approved a motion to approve the subrogation from 1NB Bank on the property located on William Road. 1NB Bank has been working with Dr. Michelle Scott, owner and operator of Carlyle Animal Hospital, Inc., and Scott-Heidewald, LLC, to finalize a financing package for the construction of a new animal hospital to be located on William Road in Carlyle.
1NB Bank has approved a financing package that will fund 100% of the cost of the land and construction costs through the end of construction, then will sell 50% of the final loan to the Illinois Department of Commerce and Economic Opportunity by participating in its Advantage Illinois Loan Program. Approval of the financing package was contingent upon 1NB Bank holding a first mortgage position on the real estate project on William Road.
The 1NB Bank respectfully requested that the City of Carlyle agree to subordinate its mortgage to the following loans, which are to be put in place over the next four to five months:
1. A $105,000 mortgage loan to be put in place in the first part of February 2026 that will fund the remaining pre-construction costs referenced previously.
2. A $2,640,000 Construction Loan/Permanent Financing Loan that will fund the payoff of the currently existing $396,000 land loan and the above-referenced $105,000 short-term loan referenced in point #1 immediately above.
The City of Carlyle entered into a contract with Laurie K. Berry to purchase the property at 811 Methodist St. The four lots have been combined into one lot for a price of $100,000. The city will build a new maintenance shed.
The Carlyle City Council approved a quote from Fortress Plus Solutions to audit the evidence room at a cost of $8,731. The audit would only be one time, and its purpose is to get an inventory of all items in the evidence room.
“Once we do this audit, we will know what is in the evidence room. We have audited the accounts we needed to as well,” Mayor Smith commented.
The Carlyle City Council approved a motion to accept the resignation of Brandon Pieron.
IN OTHER BUSINESS:
- The council approved a motion to amend Chapter 9 of the code of ordinances. The amendment changes mentions of Carlyle Economic Development Committee to Carlyle City Manager.
- The council approved a motion to approve the purchase of pool deck furniture. The council approved the purchase of 10 Aruba strap chaise lounges without arms. The total for the ten chairs is $2,603.
- The city also approved a mobile handicap chair for the Carlyle City Pool.
